The City Clerk/Treasurer serves as the link between City Council and citizens as well as between the Mayor and City employees.  The office of City Clerk for Electric City provides clerical, record keeping and administrative functions to the City Council and the Mayor.  In addition, this individual performs many tasks that assist in guiding and managing the operation of local government policy and law.  

City Clerk/Treasurer responsibilities include:

  • Understands and complies with all duties of a City Clerk/Treasurer for a code city form of government in the state of Washington, including, without limitation RCW 35A.42-010 and RCW 35A.42.040.
  • Prepares annual budget. Monitors actual revenues and expenditures in accordance with the adopted budget for all funds. Prepare budget amendments as needed.
  • Supervises the billing and collection of water, sewer, garbage service charges, special assessment charges and miscellaneous account charges.
  • Serves as Secretary/Treasurer of the Board of Trustees for the Volunteer Firemen's Relief and Pension Board.
  • Oversee the updates to the Municipal Code.
  • Performs certification and arranges recording of legal documents and other records, attests by signature to ordinances, resolutions. contracts or other documents requiring city certifications.
  • Provide public information on city codes, ordinances, council meetings and council action taken.
  • Collects information and prepares Council agendas and other information for Mayor review.
  • Distributes city council agendas and agenda material.
  • Oversees the preparation and advertising of city council meeting agendas and legal notices of council public hearings and special meetings.
  • Attends all regular and special city council meetings.
  • Prepares council meeting minutes using proper legislative terminology.
  • Prepares a variety of studies, reports and related information for decision making purposes.
  • Prepares reports for council meetings as directed.
  • Communicates with public and staff on council actions.
  • Provides support for council committees and attends meetings as needed.
  • Performs and/or assists subordinates in performing duties; adjusts errors and complaints.
  • Administers contracts and agreements with private and public entities.
  • Oversee balancing and accounting of the Deputy Clerk cash drawer, including receipts and cash.
  • Oversee balancing and accounting of the Delano Transfer Station cash drawer, including receipts and cash.
  • Codes receipts, reconciles cash, and keeps records as needed to verify cash balances.
  • Prepare bank deposits as needed.
  • Reconcile bank statements.
  • Reconcile general ledger to various reports.
  • Oversees accounts receivable and accounts payable procedures.
  • Maintain investments for all funds, purchase and withdraw investments as needed.
  • Reconcile investment statement with investment reports.
  • Prepare payroll and all associated payroll reports. Prepare quarterly financial reports.
  • Prepare annual financial report, work with state auditors during periodic audits of city's finances, procedures and policies.
  • Research issues for compliance with state and local laws with state auditor.
  • Administers utility billing procedures and supervises distribution and collection of utility bills, payments and adjustments.
  • Communicates official plans, policies, and procedures to staff, Mayor/council and the general public.
  • Issues written and oral instructions; assigns duties and examines work for exactness, neatness and conformance to policies and procedures.
  • Manages computer operations and programming to utilize computer equipment in most effective manner and implement programs.
  • Manages the daily administration of all City departments, City employees and facilities including, Fire Department, Public Works, Deputy Clerk, Code Compliance, Records Clerk, and Delano Transfer Station.
  • Facilitates and manages local, state and federal grant funding.
  • Reviews and makes recommendations to the council regarding all planning documents.
  • Manages construction and public works projects. 
  • Submits local, state and federal required documents.
